Why Did Nepal Move Back to Level 3?
Nepal was at Level 3 for about seven years, upgraded to Level 2 on 31 March 2025 and then reverted to Level 3 on 8 January 2026 with India, Bangladesh and Bhutan. Reporting links the change to integrity concerns – forged certificates and fraudulent bank guarantees found at peak intake. This is a response to the risk of fraud and is not a judgement of all Nepali students.
